Standardization Cooperation

BSN represents Indonesia in international and regional standardization cooperation


BSN represents Indonesia by being a member of various International standardization organizations such as:

  • International Electrotechnical Commission (IEC),

IEC (International Electrotechnical Commission) IEC is the first international organization for standardization that was established on 1906. It's prepares and publishes international standards for all electrical, electronic and related technologies. Through its members, the IEC promote international cooperation on all questions of electro technical standardization and related matters, such as the assessment of conformity to standards, in the fields of electricity, electronics and related technologies.

Indonesia becomes IEC member since 1954.

  • International Organization for Standardization (ISO)

Membership of ISO is open to national standards institutes most representative of standardization in their country (one member in each country). There are three categories of ISO membership i.e. Member Bodies, Correspondent Members, and Subscriber Members. MB is full members and each only has one right vote. National Standardization Agency of Indonesia (BSN) is representative of Indonesia as ISO MB. Correspondent Members is members which participate as an observer and have no right vote. Subscriber Members is an institute from country with very small economies that nevertheless wish to maintain contact with international standardization. ISO membership until the beginning of 2006 is 156 National Standard Bodies that consist of 100 Member Bodies, 46 Correspondent Members, and 10 Subscriber Members.

Since 1965 Indonesia become ISO member that represent by Yayasan Dana Normalisasi Indonesia (YDNI). For the term of 1978 - 1986 represent by BKS LIPI - YDNI (LIPI Working Agency), and since February 1986 represent by National Standardization Council (DSN) which its secretariat is in Center for Standardization LIPI. Since November 1997 until now, BSN represent of Indonesia as ISO Member Body.

Indonesian Participation in ISO:
P-member : 13 TC and 34 SC, dan CASCO, REMCO, DEVCO

  • Codex Alimentarius Commission (CAC).

CAC (Codex Alimentarius Commission) CAC is a standardization organization for food and agricultural products which work under FAO-WHO. CAC consist of Codex Committee horizontal issues and sectored.

To avoid any overlapping, CAC make any coordination with ISO, especially ISO/TC 34.

The responsibilities of BSN are:


- Codex Committee on General Principle
BSN is a committee of Codex in charge of general subjects and procedures based on the reference of CAC.

- Codex Committee on Method of Analysis and Sampling
BSN is a committee acting as an institution that coordinates Codex and international group working on method analysis and sampling as well as quality assurance system for laboratory. This committee defines the right criteria for method analysis and Codex sampling.

- ASEAN Task Force on Codex
BSN involves in a forum of ASEAN countries established to discuss Codex subjects or new ideas from ASEAN countries to be proposed to Codex committee.

- Codex Committee for Asia
BSN involves in a forum of Asian countries established to discuss about Codex subjects or new ideas from Asian countries to be proposed to Codex committee.

BSN is also active in participating in regional standardization activities such as:

  • ASEAN Consultative Committee for Standards and Quality (ACCSQ),
  • APEC Standards and Conformance Sub Committee,
  • Pacific Area Standard Congress (PASC),

KAN-BSN plays an active role in the field of accreditation and conformity assessment in order to get MRA and MLA through international organization such as:

  • Asia Paciific Metrolgy Programme (APMP),
  • Asia Pacific Laboratory Accreditation Cooperation (APLAC),
  • Pacific Accreditation Cooperation (PAC), dan
  • International Laboratory Accreditation Cooperation (ILAC).

The participation of BSN in international standardization activities involves experts from various departments/institutions, professional organization, industrial associations/companies and universities.

With reference to WTO Agreement regarding Technical Barrier to Trade, (Agreement on Technical Barriers to Trade), BSN was appointed by the Government as an enquiry point and the national notification body for technical regulations related to standard and conformity assessment.

In the implementation of quality assurance program to improve the quality of human resources and to improve the quality of goods and services, BSN collaborates with the Regional Government in organizing various activities such as seminar, training, standardization consultation and socialization.



Participation of Indonesia


In the end of 2005 Indonesia participate in ISO as P-member in 13 TC/34 SC, CASCO, REMCO, and DEVCO. Indonesia is also as O-member in 153 TC/SC and COPOLCO. On December 2006 Indonesia increase its list of membership as P-member in ISO/TC 38/SC 20 and ISO/TC 38/SC 23, so status of Indonesia membership as of 4 December 2006 as P-member in 13 TC/36 SC and CASCO, REMCO, DEVCO, and as O-member in 115 TC/38 SC and COPOLCO. BSN (Mr. Iman Sudarwo) on 2005 inaugurate as member of ISO/Council for 2 years on the term of 2005 - 2006. And start from 1 January 2007 as ISO/DEVCO chairman for the term 2007 - 2008.


Indonesia implemented secretariat twinning in ISO/TC 207/SC 1 (Environmental Management Systems) through the participation of Mr. Noer Adi Wardoyo from Ministry of Environment, as Vice Chairman.


Participation of Indonesia in IEC is as P-member in 10 TC/7 SC and as O-member in 21 TC/29 SC. Attach the list of Indonesia membership in IEC.

Mr. Sunyoto Hartoyo (Principal Secretary of BSN) represent as IECEE member. Indonesia is also as a member of IEC APRC (IEC for Asia Pacific Regional Center).


Participation in CAC, Indonesia always follows Codex draft standard development in the meeting held by the committee.


Related to participation of Indonesia as host country of regional and international events, on 2006 Indonesia as the host of ISO/TC 206 back to back with International Workshop on Armor Materials, Regional Seminar on Food Safety Management Systems and ISO 22000, and ISO Training on Marketing and Promotion of International Standards.
