THE 29th WORLD FOOD DAY: Farmers in the Free Market :

14/10/2009
"Being a farmer is now have to do so many kind of things. Take care of little things that are not even necessary. I do not know, now the time has changed). Such complaint by Suroso (76), zalacca farmers resident of Trumpon village, Neighborhood Community of 04 People  Community of 04, Village of Merdikorejo, Sleman, DI Yogyakarta, on Saturday (10/10). Suroso represents most of Indonesian farmers, who have arable land for less than 0.5 hectares. Such kind of farmer like Suroso is now have to deal with global issues. As a complete free trade with a variety of "deceptions" developed by advance countries through the World Trade Organization (WTO). Facing the "trick" Suroso can only accept. "Yes, the most important thing is I should plant well, if it could be sold I will thanks to God, and if it is failed for sales then that will be okay), "said Suroso, who has 1500 clump of zalacca palm. For Suroso, and other farmers, live shall be the God's business. They believed resignation will bring for his blessings, including the success of production. Not easy for them to change their farming methods, particularly to develop such a modern agriculture, which adopted the good principles on agriculture (good agricultural practices / GAP), which introduced by the European Union since January 2005. Indonesia adopted this GAP principle since 2006, as application of the Regulation of Minister of Agriculture No. 61/2006.

Ambition of Advance countries
Director of Quality and Standardization Directorate General of Processing and Marketing for Agricultural Products Department of Agriculture, Tridjaja Nyoman Oka, declared that the trading strategies continue to change, following consumer's demand. And it is often only meet the ambition of advance countries in determining their agricultural commodity markets. Indonesia can not just remain silent, becoming victim of such advance countries and target market for cheap fruits. Therefore, said Nyoman Oka, Indonesia followed the same pattern, for example, applying non-tariff constraints to each food products from imported plants entering into Indonesia. Consequently, Indonesia should produce for food products from quality plant and safe for consumption. Thus Indonesia will not marked as a country practices for unfair food trading.

GAP is only part of the requirements for certification. There are other standardization, such as good processing system, HACCP system, ISO 22000 quality systems, and organic food.

The government adopted the GAP as an effort to implement quality systems and standardization of fruit and vegetable products. GAP is a production process based on the application of science and technology, which meet the food safety aspects and environmental sustainability. The resulting fruit are qualified, safe for consumption, safe for workers and the environment as well. With changes in world trade policies, will be only fruit or vegetable product from farmers who have been accredited by the certification agency for Food Safety Competent Authority that could be exported. Farmers shall be able to sell commodities in the local market. However, the lack of control for imports will make the local market became easy targets of imported fruit and vegetable, where their prices are relatively cheap. By following the guidelines of Indo-GAP, farmers must train himself to document every activity in the field. Noting starting from when they are turning the land, base fertilization, seeds removal, split plots, breeding, fostering, up to harvesting. Not only that, farmers must keep the people for not haphazardly throw dirt in their garden. Prohibited for entering their land while they are sick. Transporting the crop, sorting, all of activities according to the standards. "There are 12 items that must be recorded during performing each activity. It's so easy to track if the consumers from advance countries experience with unpleasant matter while they eat our zalacca palm fruit "said Musrin, farmer of zalacca palm. Though complicated, farmers of zalacca palm incorporated in the Duri Kencana Group follow all of those standards. Currently their land have been registered. This matter is indicated from the aluminum plates, bookmarks when the landowner barked, fertilizers, and other records. Unfortunately, such farmer's efforts have not received proper recognition. According to the Head of Agricultural Department of Yogyakarta Nanang Kelvin, salak prices following the GAP principles are not much in different with the traditionally cultivated. Local consumers do not have awareness about the quality of fruit. While export markets have not developed. In fact, exports to China stopped because there is no agreement between farmers and exporters. Tighter market competition. In order to win the market, farmers can not be left alone limped to deal with changes. Farmers need support, from the bureaucracy, politicians, and local consumers. Do not let the farmers 'lost' in the globalization. (Hermas E Prabowo)
